(27 Dec. 2018) Debate on Form of Government Begins
IROKA -- The day after the Constitution was finally approved by the Constitutional Assembly, the members of the Sevetian People's Assembly have moved to the "Okadara" in order to begin discussions on which form of government should Sevetia adopt. As for the Constitutional Assembly, it has been disbanded, and their members are returning to their respective hometowns.
According to several representatives who recently spoke with the press, there are two main proposals in the People's Assembly. One of them--the original idea--supports the establishment of a parliamentary democracy. The first representatives would be elected through a nation-wide election to be held in 2019. With respect to the executive power, it would be composed of a Prime Minister with somewhat limited powers, and a Cabinet of Ministers.
The other system, which seems to be gaining popularity, is based in the model of the "M Faction". This faction within the People's Assembly wants to establish a form of meritocracy in Sevetia, where applicants to government positions prove their "moral and intellectual" fitness for the position. To that end, applicants would have to pass exams made by teachers from throughout the country, randomly selected. The supporters of this system believe that most of the government positions should be temporary, so the formation of a ruling elite would be avoided and, perhaps more remarkably, they affirm that this system would eliminate the need for political parties.
Due to the disagreements between members of the People's Assembly, no specification of the form of government to be adopted was included in the Constitution approved yesterday. The Constitutional Assembly did not want to wait for an agreement to be reached within the People's Assembly, and thus mentioned in Article 3 that the State shall adopt a republican form of government.
